Why We Built This
When our founder moved to Tallinn for work, they spent three weeks researching neighborhoods:
- Read every blog post (mostly outdated)
- Asked Reddit (got 50 different opinions)
- Joined Facebook groups (more opinions)
- Tried to read Estonian crime statistics (gave up)
- Picked an apartment in Kesklinn (decent, but wrong vibe)
- Moved to Kalamaja 4 months later (€800 in moving costs and broken lease)
After finally finding the right place, the thought came: why is this so hard?
The data exists. It's just scattered across Estonian government websites, in Estonian, in formats nobody can use.
So we built the tool we wish we had.
SettleInTallinn aggregates official Estonian data, including crime statistics, real estate prices, and transit coverage, into a simple comparison tool designed specifically for expats.
It's not opinions. It's data.

We tell you exactly where our data comes from, when it was last updated, and what its limitations are.
Honest About Trade-offs
No neighborhood is perfect. We show the downsides alongside the upsides. Your priorities determine what's 'best' for you.

We refresh our data monthly. Tallinn is changing fast, and our tool keeps up.

Methodology
Our safety scores weight different crime types by severity, normalize per capita, and apply a 3-year rolling average to smooth anomalies. Full methodology documentation available upon request.
Limitations
We're transparent about what we don't know. Self-reported crimes, "feeling of safety," and certain quality-of-life factors can't be captured in data alone.
